I can only vouch for St. Charles schools. They are really good. My son was delayed in reading so in his 1st grade they have a "jump start" type program in which they pulled him out of his class 1x a day for 15 minutes or so, to give him one on one instructions in reading. This helped immensely since he has problems concentrating in large classroom settings (easily distracted boy).
Also daughter received a speech evaluation that I requested, and they gave her special speech instruction in kindergarten.
Some teachers better than others at this point obviously. Some teachers you have to keep after... But I have heard no general complaints from any parents about the schools here.
I don't know about fox ridge, I get confused with all the foxes here in the valley! BUT I think - all the elementary schools here are kept exactly alike, so there is no "moving into good and bad schools" type of nonsense. All the schools are updated constantly. (we pay enough $$ for this for sure!) Every one gets the same treatment regardless of their neighborhood.
Also check out greatschools.net for more reviews and insite into district 303.
They have had some problems with their administration lately (infighting). But it has not affected schools and their performance at all. And they recently had a very heated redistricting of the elementary schools that I feel was wrongheaded and misguided. It was because of overcrowding at some schools. We are feeling the effects of the western boundary sprawls with all the new developments. Although Geneva would be this way too I think.
Also, they are now saying that the St. Charles North HS is too small. They are angling to build another new HS I bet... who knows where that will be.
I have heard some rumblings that they do not have a really great "accelerated/gifted student" program. But personally I don't know anyone affected by this, so you would have to check into it yourself.
Good luck!
