Apparently you are in a nice new area then. I am in an area straight out of the 70s so no sprinklers here then to top it all off the Village of Orland Park has this idiotic sprinkling ban it puts in place every year where EVERYONE is to only water from 7-11 am / pm based on even/odd last digit of your address. I agree; I've been in the same house since 1972 and have never watered and the grass looks good almost all the time. In fact I look forward to the dry months because it means I don't have to mow so often. But the grass hasn't suffered even in notoriously hot and dry years like 1988.

Underground sprinklers are pretty rare in the Chicagoland area. From what I have seen they really aren't necessary, so basically a waste of money. We get a ton of rain all spring, and usually a fair amount in the summer as well.

We rarely have to water the lawn and it stays nice and green and grows like crazy.

The only time you may have a problem is if there is an extended period of high temps and little to no rain. For those few occasions you can whip out a regular sprinkler or garden hose. You'll only have to do it a few times a year max.

I guess it's cool and convenient for the places that have them pre-installed, but I couldn't see spending the money to install a system like that.

There isn't a huge need since we don't need to water the lawns very often here. My neighbor had them installed a few years ago and has had nothing but problems with them ever since. I think for most established areas, the cost to retrofit them just isn't worth the minimal benefit.
