Not really. There are several suburbs that are walkable such as Oak Park. There are also many suburbs, while as a whole, might not be too walkable, but they have downtowns that are.

Why is this in the City vs. City thread?

Walkable downtowns with surrounding neighborhoods that are walkable?
To name a few:
Arlington Heights
Barrington
Northbrook
Palatine
Des Plaines
Glen Ellyn
Naperville
Elmhurst
Park Ridge
And many more.

Oak Park/Forest Park and Evanston are the only suburban walkable areas with easy access to Chicago via frequent rapid transit (the el).

True, although, only OP and Evanston has the el running through its CBD. Once the Oakton yellow line stop is completed, Skokie will also have an el station in its CBD.

Cicero has no traditional "rail centric" downtown near its BNSF stop. There are walkable stretches near Morton College and the various parks and such (check out the nice library and rec facility near 34th & 55th) but no cohesive retail / municipal integration...

Plenty of suburbs have walkable downtown areas. Many also have train stations in those places. How far are you willing to walk?
