Apartments that are all in utilities wise are typically 100+, parking is 100+, central AC is rare outside condos and the hoods he'd be comfortable in, all start at 900+ for dumpy 1 bdrms with none of his wish list.

Default Ummm, NO... Subdivisions, even townhouses maybe, but rentals, not so much.

The rental complexes in the areas anywhere near Oak Brook are generally not gated and frankly not particularly cheap or nice. I suspect that if you are used to some 4377-ish crime ridden area and then you spot an older (non-gated) apartment complexes off of Butterfield Rd in Oakbrook Terrace or Lombard that have poorly maintained outdoor pool(s) it could be mistaken for "psuedo resort like" but when I visited one of my divorced buddies that moved in over there it just seemed like a horrible outdated complex with a weird mix of people so old they probably are not safe on their own, people from out of the area that are desperate and a depressing mix of divorced guys that want to be close to their kids, ex-wives, mansions and high end cars that are now driven by the new boyfriend...

As to the gated subdivions with single family homes or townhouses inside Oak Brook the OP's budget is probably not even 30% of what they'd need to rent there...

Alternative info is always welcome when it is based on reality, but you really need to check the market. Glut of condo building continues to push down prices in Chicago and the "forced landlords" are not able to shrink their monthly negative cash flow.

sounds exactly like the complexes around Tampa the OP is used to.

FWIW, apartment in my building just rented for 1,200...2 bdrm, no AC, no parking, only water paid and there are black people in the neighborhood.

The OP is priced out of the city unless he wants to be in a less than safe 'hood
