It may have a bigger draw, but when I was in HS, nearly every person who didn't get in to UIUC ended up at Iowa.

I think U of Wisconsin, Indiana U & UMichigan are better at attracting out of state students on a national level but Iowa does a good job specifically of pulling in the Chicago suburban kids. The other three schools are harder to get into. You'll see good representation from the East Coast (NY/NJ especially) at those schools, for example.
