She works in retail and will most likely be at Fox Valley Mall, oak brook Terrace mall or the mall in Schaumburg

In that case I would definitely focus on Downers Grove itself.

I used to live in Bolingbrook(which is right next to Naperville) and drive into Chicago. I didn't mind it but the traffic and paying for parking all the time got to me. Naperville is a nice suburb with a lively downtown. For $1600/month you can find a decent place to stay no problem. If you want to look into other suburbs in the Naperville area you can look into Plainfield, Woodridge, Romeoville, Downers Grove, and Lisle. Joliet is a bit south but still should be about a 30 min drive if you don't mind. The good thing is if you want to still go to Chi you can hoop on the metra in Naperville, Lisle, or Aurora.
