Anyone from South Holland?? (credit, neighbourhood, buyer)

Dear people on this forum,
I am Thyz from Amsterdam Holland ( EUROPE)
I know you are wondering how I get overhere
Well.. let me explain please.
Iam a shoe collecter, I collect exclusif Nike trainers.
Most of my shoes I buy on Ebay, and sometimes I sell a shoe myself on Ebay too.

Resently I sold a pair of shoes to a person from South Holland IL.
The buyer paid, I sended him the shoe.
After 2 days i was contacted by the creditcard company he paid with a false credit cart
The credit cart took the money back.

I tried to contact him by email and telephone, but he is not responding..
Iam afraid I lost 500 USD, so I do what I can to get in contact with him, or with the police of the State he is living in.
Iam just a student, 500 USD is 6 motnhs working for me.

If anybody got a good suggestion what i can do, please pm me.
If anybody know the telephonenumber or the email adress of the police in his neighbourhood would be welcome too.
