What's the official ruling? Wait until it turns green and go or to stop and then proceed? Been treating it like a normal red light. Thanks

Red does mean stop whether it's an arrow or fully lit. If there aren't any signs preventing a right on red, you stop and proceed when it's safe to do so.

I just don't understand why you're even questioning it.

Because it's not a common traffic light. I wanted to know if you treat it like a left red arrow or not.

The arrows are to identify them as traffic signals specifically for the right turn lanes. If no sign is posted, you can turn right on red. I do understand the confusion, I was in Peoria recently and they had silly yellow flashing left turn arrows. Are drivers so stupid now that a solid green no longer coincides with having to yield to oncoming traffic when turning left?

In California, the right right-arrow means you can't turn right on red.

But apparently in Illinois you can:

625*ILCS*5/*Illinois Vehicle Code.

and search for "steady red arrow signal", and note that paragraphs 3 and 3.5 that they mention are the ones that allow you to turn right on red.

State laws are not in agreement yet. But the new US DOT Manual of Uniform Traffic Control Devices prohibits a turn on a red arrow after stop unless a sign permits it. States have several years to comply.
