The OP is looking for an apartment or a condo. There are 11 condos for sale in Highland Park right now under $210,000.

OP, commute wise, Highland Park is a good option. You may also want to check out Libertyville. Evanston commute might be tough, depending upon what you are willing to sacrifice in drive time. I also agree that Kenosha might be a good option.

Seriously, most of Evanston is a family town. There are, of course, college students since Northwestern is there. Evanston to North Chicago would not be a good commute. Google shows the commute at about 40 minutes on 41. Could be up to an hour during rush hour though. There is a bus that takes about 1 1/2 hours.

The commute to Abbott Park would be a bear. 40 miles of parking lot.

There are dozens of suburbs like this. Use the search function and there are dozens of threads about "suburbs with downtowns"

Off the top of my head:

Oak Park
Forest Park/River Forest
La Grange
Hinsdale
Downers Grove
Naperville
Geneva
Wheaton
Glen Ellyn
St. Charles
Evanston
Wilmette
Winnetka
Glencoe
Highland Park
Lake Forest
Libertyville
Woodstock
Arlington Heights
Barrington
Homewood
Flossmoor
Frankfort

And I know there are more. The most developed downtowns are in Evanston, Naperville, La Grange, Oak Park, Highland Park, Arlington Heights, Geneva, and Wheaton, in my opinion.
