I was wondering what was the best way to get up to Lincolnshire (intersection of rt 21 and rt 22) from Skokie and how long the commute would be. Is the reverse commute going to be bad from 8AM to 9AM and 5PM to 6PM?

You should probably use Old Orchard => Edens/Edens Spur/Tri-state (I-94) => IL-22.

In the morning, you will probably be okay the entire way (say, ~30 minutes).

In the evening, you will likely encounter heavy traffic on the inbound Edens, especially between 5 and 6. I could see it taking 45+ minutes easily.

Alternate, not 100% certain it's faster, but it avoids Edens SpurEdens junction southbound in PM which can be a mess.
PM take rte 22 east to IL 43 Waukegan Rd. Or take 94, follow Edens Spur and exit Waukegan Rd. This avoids bottleneck at junction of Edens and spur. Also avoids downtown Deerfield which can be slow going. Take Waukegan south to Winnetka Av. take to Wagner Rd. Take Wagner South to Lake St. Take Lake east to Harms and take Harms south to your road of choice into Skokie(Old Orchard/Golf/Church/Dempster) I know the route sounds zig-zaggy, but you avoid slow traffic on Waukegan Rd through Glenview and avoid slow traffic east on Willow rd. Depending where you live in Skokie you can take Wagner until it ends at Glenview rd. Go east on Glenview until you get to Crawford Av. south.

2nd alternate in PM. Go east on rte 22 to Riverwoods Rd. Take it south, turns into Sanders Rd. Take Sanders south to Dundee Rd. Go east on Dundee to rte 43/Waukegan and pick up route described in previous post. OR continue east on Dundee to Skokie Blvd, go right, take to Sunset Ridge, go right and take all the way to Lake St. Then take Lake east to Harms Rd and go south as described in previous post.

If you have trouble with 22 which can have notoriously bad traffic, try Edens/41 north to Lake Cook Rd, then Lake Cook Rd west to Milwaukee Ave (IL-21), then take Milwaukee Ave north to your destination in Lincolnshire. Otherwise Dundee Rd is also a third option.

As the other posters noted, the Spur can make Edens southbound a little tricky in the evening, so see te other posts for some alternate southbound routes.
