Default Cities/Counties with best maintained roads?

I'll be transferring to the Chicago area (O'hare area) soon and I've heard that Illinois doesn't have the best roads. Just curious if there are any counties or cities in the Chicago suburbs that do a better job of repairing or repaving their roads. For example, here in Thornton, CO (a suburb of Denver) the city is very good about filling in potholes (there's an 800 number to call to report them), repaving streets when the pavement gets rough, adding sidewalks and curbs, burying power lines, adding street lights, and adding medians with trees and nice landscaping. Just wondering if there are any towns when you drive through that strike you as having well maintained roads?
