My personal thought is that the mindset that people had way back when "block busting" was really happening is largely not a factor anymore. What happens now is mostly about the differences between really poor folks and those with some decent job.
In the few towns that have significant numbers of low skill workers with good paying jobs the "turn" of race has long since happened.

In my opinion, these are the risk factors for "white flight":
1. Located next to a large poor minority population.
2. Inexpensive real estate or rental properties.
3. Schools that have a mediocre or bad reputation.
4. Lack of Metra access (this is a NEW concern that meant little in the 20th century).
5. Lack of ammenities or unique character.
Heck, you probably just need numbers 1 and 2. Low real estate prices and a large number of affordable rental properties create a vacuum for anyone wanting to escape inner city life. Many times the formerly white blue-collar suburbs are being abandoned by whites in the first place, so it only takes a slight scare to drive the rest out.

That's a good list. I think some of the rapidly overdeveloped far NW burbs, like Algonquin and Lake-In-The-Hills, meet this criteria.
