Yeah, that is what I should have said clearly. Because you know who are the registered offenders. But you don't know the ones that are not and they outnumber the registered. I was also saying that they prey on kids so they will be at neighborhoods where the guard is low because people in the neighborhood are naive. And don't believe molestors could possibly live in their neighborhood.
