This is applied pretty much across the board, even in private schools I'm aware of.
It seems crazy when your child is 4 1/2, and you want to get him or her into school, but educators want to do their best to make sure the student population is ready for school. My son has a September birthday, so he is usually the oldest in class. It was hard because a lot of his preschool friends are now in Middle School and he's not - but in his case, its more of a good thing now, even more so than it mattered in the early grades.

You might also find a pre-K program at a park district. Bedford Park had one when we lived there.
