Default yearly village insp in cal city

i own rental property in calumet city illinois and they have a village inspection each year at $50 per crack. now i've been told by other landlords that this is now illegal and the only time a village inspection is required is when new tennants move in or the property is sold. does anyone have sound information on this..it would be deeply appreciated. i also heard the same thing of park forest ill.
