I'd say the guy is a menace to society and needs to be held accountable accordingly. Place him in the slammer for a very long time.....and get him some anger management as well

Yes, it may be wrong, but 14 years? This is a waste of time and taxpayer money.

FYI: Chow's are listed on the 'vicious dog list.' Perhaps the shelter should have done a better job confining it’s animals, especially ones that are known to be vicious. I would be cautious of this type of dog biting a child. I love dogs, but you cannot 100% trust an animal. Period.
