15 mins by which method? Metra is prompt but the CTA might not be esp. if you are using a bus. If you are using the el, you are cutting it too close when you factor in time to walk.
Maybe the dude is taking Metra from downtown and then switching to the Blue Line to get to O'Hare?

Yeah but you can get to Ohare by Metra or take the blue line to O'hare from downtown and advoid the transfer. It would be faster than taking the blue line the whole way but an hassle to change trains.

The transfer from which train to which train? Any reason why you wouldn't transfer at Jefferson Park where the stations are actually connected?

Who knows? Maybe he lives close to Ogilvie or is using another Metra train first.

The line to Ohare departs from Union. The are only three ways it would make sense.

If he were inbound on the north west line and needed a ride back to O'hare or an stop in between and no bus was available at another stop. The other way is if he were outbound and needed a blue line stop somewhere short of Ohare and wanted a faster(but more expensive ride).

The final way is if he lived near the blue line on the northwest side and wanted to transfer to the Northwest line. Most likely outbound.

Even then it would not matter much because if you are transfering from Metra to the blue line the blue line runs frequently and is 24 hour such that if you missed your blue line train it would not be the end of the world.

However if the blue line is late and you are trying to get to the metra train there is a problem.

Here, take a look at this:

Click on Option 1 to specify the address of the airport, (I'm coming from Chicago Midway) then go to the step (on any of the listed routes) that says "walk to Irving park Metra" and zoom in. It shows me going across a freeway! How do I accomplish this? THAT is what I'm asking.

There is an underpass. The expressway is elevated over there. You simply go down the escalator or stairs and walk on the street to the Metra where you have to climb stairs as the Metra is on an embankment that is parallel to the expressway.
