Is that a ferris wheel? What's there? Like a mini fun park? Sorry for the ignorance, I've never been to Chicago and didn't know there was a ferris wheel somewhere.

Tourists go there. Most residents don't unless taking tourists :P

It's just a pier with gift shops, a childrens museum, some restuarants, boat rides, events, etc.
