If your price range allowed for it the best option would be to live somewhere on the north side so he could just take the bus. Anywhere that required a train commute would also require a bus across the entire loop area, and while there are express routes, they can take as much as 30 minutes to get to Water Tower Place.

Not true. The Chicago stop on the Red Line is like two blocks from Water Tower Place.

I can't think of any indoor activities, but there are sledding hills, one of which is by Soldier Field.

OP seems really value her words and prefer to speak as little as possible. For your information though, even the best public elementary school in Chicago can only be considered mediocre comparing to many suburban ones. Most people I know either send their kids to private school or moved to suburbs
