Homelessness is almost unheard of in Japan, where extended families are expected to provide for their relatives, but there are reports that some capsule hotels have become havens for the homeless during the recent recession.

The main market for capsule hotels is, indeed, people who've stayed out on the town too late. Some key aspects of Japanese downtowns that make such an idea more practical there:
1. Work hours are much earlier/later than here.
2. You are expected to frequently get hammered with your co-workers.
3. All transit service ceases at around midnight, well before bar closing times.
4. Very few people drive to work.
5. Few people live close to work.
6. Taxis are unfathomably expensive.
7. Office dress codes are stricter, so nobody can tell that today's black suit was also yesterday's.
8. The areas right around the downtown train stations tend to be mixed-use entertainment areas with lots of nighttime activity, not 9-to-5 office zones.

Toyoko Inn -- kind of equivalent to Days Inn -- has proposed building a large hotel across from Union Station (behind Metra's HQ), but that just has tiny rooms, not capsules per se.

This would be a great option for visitors who will be taking in the nightlife and just need a bed to sleep. Why aren't there more of them in expensive cities of the U.S.?

It would depend upon the location, of course. I suppose I think this because some of the threads I read mentioned cheap 'flophouse' type hotels in Chicago charging $25 a night. If it was run like Yotel in London, it would not happen because it can't happen. If it was managed correctly it would be a great asset to the city.
