Why is Chicago losing population? (Elmwood Park, Elmwood: section 8, houses, neighbourhood)

In 2009 there were 163 homicides through June 4th:

6 of those homicides were north of around North Avenue
157 of those homicides were south of around North Avenue

That's pretty crazy if you think that North Ave isn't too far away from where 50% of the population of the city lives on either side.

You have a 27X greater chance of being murdered living south of that line than north!

If the Northside(by the lake area) was consider its own city, it would be one of the safest(if not the safest) major cities in the world.

I admit Chicago is an unusual case when it comes to population growth. Its funny how Chicago was growing faster when the crime rate was much higher between 1990-2000. The population should be over 3 million by now. A large amount of the southside(or westside at least) needs to improve or gentrify for Chicago to reach its full potential. The southside is 60% of Chicago and its not getting the attention it needs. Right now the city is unbalance with both the westside and southside being dysfuntional. That is 2 sides out of 3

Or a piece of metal, a crowbar, whatever. I walked around my hood which had gangs which I wasnt in with a .45 gun in my waist at, what, 12 years old, just exploring and feeling tough. No one has ever ever ever ever even been spotted looking at my house my whole life, when one or two troublemakers came around, they never came back after the 1st time. Keep a vicious dog thats so viscous you cant even walk him without a leash or really not at all and youll be safe. Keep a gun, youll be safe. Keep your lights on, youl be safe. Turn your TV on loud as hell, youll be safe. Lock your doors with 5 locks, youll be safe. Make your presense known around your house, youll be safe. hang out on the stoop of your house, youll be safe. Work around your house youll be safe. You have to understand, you have to be a man. A man. Men talk with deep voices,men arent so healthy, men dont care too much about their appearance (they do, but not much), men have a wife and kids, men have jobs and a career, men are smart and streetsmart and wise.

many people "were" moving to the suburbs due to more manufacturing jobs. since the bad economy, these groups will be forced to move back to the city where the jobs have sustained. This is my swag.
