If it's being done without the property owner's consent, sure. But that's a big assumption to make.

I think every underpass ought to be opened up for art (organized), why the hell not?

Being a clueless outsider myself, what is the difference between a gang and a crew?

As far as this being exclusive to urban areas, it's not. It seems the Belvidere has more than it's share of tagging going on. Dekalb and Sycamore from time to time as well. I know, it's wannabes but they are just as big a PITA as the ones found in Chicago.

A tagging "crew" is not necessarily a group of gang members.

Graffiti crew does graffiti.
They just write their nickname on places that can be seen by the most people.
Overpasses billboards rooftops etc.

Gang is a gang. You know.. drug dealing... shootings.. etc.
They tag up to show their gang presence. Go into enemy territory and draw their emblems to show they where there.

In response to someone saying something about "wannabe" gang graffiti; this city has a decades deep gang culture, I wouldn't assume that the tags you see are from wannabes...even in hoods like Bucktown and Wicker Park that are heavily gentrifying, the old gangs are still maintaining their presence, even if it's more low key now. Especially those who were smart enough to open up and invest in legit businesses...

In other words you can buff the graff as fast as it goes up it doesn't mean the gangs are going anywhere...I would say they are adapting and evolving.
