When did the city of Chicago direct tourism funds to the poorer areas of the city? Please show me.

Poorer residents do not equate to low-cost city services.

Let's say you have a family living slightly above the poverty level, getting some financial assistance, 2 or 3 kids going to the public schools.

A student's annual cost for CPS is something like $10K a year. Who do you think is covering that CPS tab?

Then let's talk about other infrastructure, streets, sidewalks, public transportation, the grid, etc.

Don't get me wrong- the Loop/business district is supposed be helping support the residential neighborhoods, but that doesn't change the reality that poor people are almost always being subsidized.

The fact those subsidies are not as well administered/distributed as we'd all like in an utopian paradise is a different conversation.
