There is nothing here about overall numbers of people, only about the ratio of higher educated people to non higher educated people. This implies that uneducated people are not desired, and that it matters just as much that they are gone as attracting "desirable people". Also, there definitely is a difference between intelligent and educated. Intelligence, of course, is harder to quantify.

No, but almost 31% of IL residents have a 4 yr degree or higher, up from 27% in 2000.
