If you didn't grow up inside the city proper then you are not technically from Chicago. End of story.

Actually, I think you are wrong on the point being made for why people not REALLY from Chicago say they are "from" or "live near" Chicago. It isn't because it is cool to be in Chicago, it is a point of reference that people understand. I have used this same technique many times when I didn't really live in the city limits of the large metro area.

When I lived in L.A. it never bothered me that people that lived in the many burbs around LA said they lived in LA...it seems a bit ridiculous to me, actually, to be upset about this.

And it bothers me when white people in their white city neighborhoods try to talk about white flight as a way of putting down the suburbs - When me and a lot of white people I know didn't fly away from our south suburban areas. We stayed. We didn't fly away to Crown Point, Mokena.... or Lincoln Park.

All the suburbs are not the same, which I think is part of my problem with this entire thread. Of course I understand that Chicago is understandable to people outside the region, but I went to UIUC, and ran into countless numbers of dweebs who bragged about their Chicago street cred who basically had spent a few weekend nights here and there galavanting around a few North side neighborhoods. Again, geographic frame of reference is one thing, deliberately selling yourself as a Chicagoan when ya aren't is another.

I don't really have a litmus test, but if you spent any significant chunk of your childhood here you're from Chicago in my book. 10 years here makes you a Chicagoan by the same logic.
