If the contract is competitively bid, and the friend/consultant's company/client is the successful most responsible bidder, then I don't see much to object about. The article indicates this person is not just working on this project in Chicago, but similarly in other parts of the nation. The Chicago Tribune is a GOP paper and loves to hate Democrats. It's a tabloid publication these days and the object is to sell newspapers. It's not been very successful, but it frequently "uncovers" "scandals." I sense they're on weak ground if that's what they want to do in this instance.
