I walk a lot and spend far too much time waiting outdoors for the damn train, and long underwear is very much my friend in the winter months.

The thing about layers is that, more likely than not, your office is going to be nice and warm. Also, you never know when your train might be delayed or something. Therefore, layer up and be ready for both situations.

Are you more worried about looking good or freezing?

Key to the harsh winters and spring....ears, hands, feet. Get some ear muffs or winter hat, get some warm gloves, get some good thick socks(feet get cold faster than the other two).....and wear these with regularity. If you cover those extremeties....you are winning half of the battle....as simple as it sounds.

trust me, theres nothing fashionable about winter in chicago. everyone looks silly. in fact, you look more ridiculous trying to look good in the middle of a blizzard than actually just bundling up.

however, obviously if you're trying to be professional, a trench coat would probably be handy. as far as shoes go you can buy rubber overshoes which will protect them from snow and rain.
