Yes. As the towers rise in Beijing, Shanghai, Rio, San Paulo, and Mumbai we will slip a bit. Over decades? Sure.

More specifically, are we at risk of slipping out of the top rank of cities entirely?

The article does have a point in that most people outside of the US don't know about Chicago really. Hell, I even grew up in Minnesota and didn't know as much about Chicago as I should have. I thought it was way smaller than it actually is. Usually the extent of Chicago is about Michael Jordan and the Chicago Bulls (no joke). Most people really have no idea how large Chicago is, how many businesses are here, how large the GNP is, etc.

I do think it's a great city and of course like anything in the world, needs improvement, but it's still great. I grew up with parents from LA and NYC and love both of the places, but Chicago is great. My Aunt and Uncle from Los Angeles visited me 1.5 years ago, first time in Chicago. My Uncle is actually from NYC. He absolutely LOVED Chicago and it reminded him of NYC quite a bit. Said he would retire here if it were warmer in the winter*.

I think we're one of those places some people internationally know about, but once they experience Chicago, they do like it quite a bit. Challenge is getting them here obviously. As bad as this sounds, I think a festival like Lollapalooza is good. It's massive, and gets people coming from all over the country. Some even come from other countries for it, but it's good for reputation.

The top ranks will get bigger. There will be more. Eventually, even London and New York won't be guaranteed #1 or #2 anymore, but they'll still be in the top x%.

Why worry about it? I've lived in this town most of my 63 years without worrying about whether or not it was "global". Though in retrospect it was probably a far more global city 60 years ago when products from Chicago were shipped all over the world and half the stuff in your house said "Acme Mfg. Chicago Ill.". (And the other half said "Acme Mfg., New Jersey")

And, more importantly, would such a slip make the traffic better?

Sad to say that this is true for some people even INSIDE the US. My friends back in L.A. always ask me how the EAST COAST is...
