slumlording has been very easy here for a long time...we're just now starting to see what happens when a proper alderman applies some pressure...see impending sale/foreclosure of the Menetti's buildings.

they need to move poor people to small towns where rent is 200-300.00
a month. keeping them in the city and prepetuating generational poverty is how we end up with flash mobs.

they need to move to places like carbondale illinois where you can get a apartment for 300.00
a month with utilities.

They also need to spread out through farmland and rural parts of iowa ,wisconsin, and Illinois
with their benefits being cut over time

Provide them with sheep and cattle and let them wander as nomads using the interstate highway shoulders and medians as pastures. Put that land to use.

but it needs to be more spread out through out states so you
dont get clusters of pathological social dysfunction and for assimilation
to take place.

and the section 8 needs to leave the city at a more rapid pace.
We do not need poor people for cheap labor anymore.

It doesn't work much better. See: Danville.

ROFL! I sure hope you're joking. I can just see those sheep and cattle wandering onto the expressways and causing more accidents.

While neither agreeing nor disagreeing with the idea behind your statement, must say this:

Just what did you think happened to the 200,000 people, mostly poor, black people, Chicago lost from 2000 to 2010?

yep, it's already happening and as part of a larger national trend, it will probably only accelerate...with only a handful of holdout 'hoods.
