No.
First, North Ave is 1600 North. Cermak is 2100 South.
Second, the City defines the Central Area with those boundaries, although the NW and SW corners of that rectangle get clipped, which is why I didn't include UIC or the West Village in my commentary. The OP didn't define "downtown," but I think most of the Central Area is "downtown-ish," so without a clear definition provided by the OP I added commentary. What's your point?
