By the way, all of that is way off topic. That is the easy way out. A catch-all. Could be applied to any city in America. You still have not proven how that especially pertains to Chicago. I ask again.
My other problem is the use of 'catch-all' phrases is strongly indicative of a mindset which is predisposed to look at the world through a pre-determined set of beliefs. If one is strongly imbued with that mindset, all of their observations and subsequent judgments will be twisted to fit the original belief system.
Thus, I don't believe a well-dressed black man in a suit and tie will be shunned or even looked down upon in some of the north side neighborhoods mentioned by the OP. I also believe that a white thug will not receive favorable treatment.
