I haven't the slightest idea. As a woman who is not black, that is a question I am unable to answer.

It's possible. There are a lot of hicks/rednecks in Wisconsin, Iowa, and Indiana. And probably a good number of racists. I won't deny it. But there are also a lot of kind, enlightened, cultured people in each of those states. Even some of the dear hunting types are well-educated intelligent people... Notice I said "some" and not "most"!
If you lump everyone in Wisconsin, etc. together like that, you're just as bad as the idiots who call everyone from Illinois a FIB. Speaking of slang...

I was born in Chicago and grew up here. I could say "you guys,I am going to THE Jewel, but I only have a SAWBUCK..."
As far as in know:
a $10 is a sawbuck
a $5 is a fin
mexicans say hom(m)es like homie they both come from the same origin the latin word for men
as far as the 16 i am pretty sure it is a drug reference to a pound or an ounce

...from here in New England, we use the term "sneakers" for gym shoes; "gym shoes" was an expression occasionally used by gym teachers, but no one else..
.. we also say "soda" instead of "pop"; I've never heard of "16 inch softball" , but native Bostonians often use the word "frappe" instead of milkshake, and will explain the difference..some Bostonians also use the word"tonic" and they mean "soda" (this is not that common); Bostonians also go "candlepin bowling", using a smaller ball..
In my home state of Vermont, most people do not have the NE accent; in fact, many sound more like Midwesterners..
Lastly, I always thought that the actor Dennis Farina had the perfect Chicago accent..and the fabled New England accent (not pronouncing the "r" in words) fades as you get further from the coast line..

That is interesting, because I have quite a bit of family in New Hampshire, and many of them do have it.

This guy makes me laugh.
You draw some pretty ignorant conclusions man. The biggest one that gets me how you stereotype states as being "hick" or country. I'm from Indianapolis and I can assure you that because I (along with almost all Hoosiers down to just before the southern border) speak a dialect called Standard English, I would have a much easier time getting a job in broadcasting than most people from further south and the upper midwest (including Chicago). Indiana is known for being a rural state with a rich farming heritage, but now, most people have moved to 5 or 10 mid-sized cities and are pretty urban and those that do still farm probably on average use more grammatically correct speech than you'd believe. There are misrepresentations and century-old stereotypes, which is apparently the cool-aid you've been drinking, but you'd be wise to view them as exceptions.
Also, your use of Indy in reference to the state is m incorrect. The word is short for Indianapolis and not Indiana. They detract from the point of your post and add to my idea that you aren't a person that can credibly attribute slang to this area of the country.
