Valpo I believe is part of Zip Car's college strategy, as are towns like Naperville (North Central), Wheaton (Wheaton), Peoria (Bradley), Chambana (U of I), Madison WI(University of Wisconsin) , Milwaukee WI (which has multiple colleges/universities), Iowa City(University of Iowa, South Bend/Notre Dame, Houghton MI (Michigan Tech). West Lafayette(Purdue)...

Outside of the Chicago metro the only town that is part of the Zip Car's "metro" strategy is Springfield, which although it does have a small student population is targeting folks that need connections to the region starting at Amtrak...

Chicago does have Igo which is a non-profit car sharing service. I don't think the prices are much different though.
