I have MO plates--do I have to pay parking tix??

There comes a point where, without a response from you to the contrary, you are presumed to have waived all appeals and the judgment is final. If that day has not come and you still have the documentation in hand that you sold the car before the ticket was issued (namely a notarized bill of sale), you have a pretty good chance of getting it tossed out.

They track someone by who owns the license plate they ticket. In reality, they dont ticket the car, they ticket the plate. If you owned the plates on the day the ticket was issued, they know who you are and you are responsable.
