It's either that they are wasted and having fun and don't realize it's so late and they're being so loud, or they're just dicks and don't care either way.

Might as well test it out before making enemies. I personally like the idea of the police just because I'm not confrontational AT ALL, but then again if they know who did it they could easily get upset you didn't just go knock on the door and that creates a crap environment. I know friend who will turn music up on purpose or be loud when they're drunk just because they've had run ins with their neighbors before and are being spiteful.
This is exactly what I was saying.
