Don't the idiot cops have computers that show where a vehicle is registered before they write a ticket?

The question is, when did you buy the car? If you bought it a few days or a few weeks before you got the ticket and as you say you bought it in Chicago, perhaps the computer records still show the former owner as the owner. Perhaps the Cop went by the VIN number instead of the plate number, or you had the old plates on it?
You would be suprised how long it takes various governments to update computer records-in particular the Secretary of State!

Don't get your hopes up. First, if you have Illinois plates and no vehicle sticker, you will get a ticket in the city of Chicago, and some suburbs. It is a scam, a simple license plate check will show you don't live in the city in question. However, a lot of people find it easier to just pay the ticket, so it's a good source of revenue to issue these tickets. There are people who have spent years sending in documents to the city to prove they don't live there, with no luck resolving the issue. Good luck, but don't get your hopes up. If you are even able to resolve this, it won't be anytime soon.

For the last year and a half, I've had a car with Illinois plates sitting right outside my apartment with the plates registered to an out-of-city address, and I haven't received a single window-sticker ticket yet. The cops are supposed to and generally do check your plates for the registered address. This one evidently chose not to.

She can schedule an in person hearing and just make plans to visit her friend or hang out in Chicago on the same day. If she brought the paperwork in person, it will be thrown out right away.
I challenge most of my tickets in person and win at least 75% of the time.

The Chicago police are sometimes so damn stupid you wonder how the hell they got a police job. They write tickets for "no city sticker" for cars that are not even registered to Chicago residents. It reminds me of a run in I had with some dumb lady cop in Rogers Park last summer when I came to visit. She pulled me over and said "our law requires you have a front license plate" although the state I live in- Georgia- does not issue front license plates. We argued but she did not give me a ticket in the end.

As an update, I just called the dept. and they said it could be up to 8 weeks before it's resolved. The record showed they had assigned someone to it but no decision yet.
I was worried I'd have to pay before the decision was made but they basically said "no" and if I paid I would lose the right to contest it!...good thing I held off.
