They probably made it up so they could use it as a plot point. Earlier in the episode they were talking about needing someone to handle the admin work, but the guy (I can never remember names) who ran the unit was concerned about being able to trust people. The woman who said BY was Back of the Yards was a longtime friend of the female cop. She needs a job. What do you want to bet that she's in the cast next season as the admin aide.

I remember YEARS ago when ER was first on that they had Julia Margolies' character "closing escrow" on a house. I am a mortgage processor and that's NOT what we call it in IL. An LA or NY based production is just going to get little nuances like that wrong.

I was born and raised in Chicago. "Back of the Yards" is a neighborhood behind the famous Chicago Stockyards. I haven't lived in Chicago for decades but I have heard this area referred to by this name many times growing up.

Not particularly. BOTY (not "BY") is a pretty high-crime area.

Maybe they were trying to appeal to generation "can't-use-words-we-need-initials-for-everything". You know - Gen OMG/LOLZ/YOLO?

You did? That's odd, because nobody in Chicago calls it that.

Keep in mind there are 77 community areas in Chicago and countless other neighborhood names. You'd have to go through some kind of list of them to see which one(s) could potentially be "BY." Even then, as others have pointed out, it would be BOTY, not BY.
