Like most streets it's not in one neighborhood as it goes across the city, but yes the eastern end of the street is the border between Edgewater and Rogers Park.

Chicago has a massive grid system, and most streets in Chicago run through many, many neighborhoods.

Devon is in Sari City. Even though it is named after the English county of Devonshire, in Chicago the accent is on the second sylable.
