The underlying financial problem is under funded pensions at the state, county and municipal level. The state, county and city passed plans to begin addressing this issue, but the plans were struck down as unconstitutional under the Illinois constitution. The next step should have been to build a consensus for a constitutional amendment that would have allowed the pension reforms. But instead Rauner decided he's Scott Walker - but without the majority in the legislature to actually do anything. So we've had a year of impasse. The latest "proposal" just makes a resolution more unlikely.

Right. I don't understand why there hasn't been much discussion on amending the constitution, it wouldn't take much of an effort to pass these days. Everything else is a slideshow.

The underlying financial problem is pensions based on wages that are totally out of touch with the going rate in the private sector for comparable work. That point was driven home several years ago when I was looking at the payroll database and saw a janitor in the Secretary of State's office making a hair under $50,000 per year. $50K a year is hazardous duty pay, not for guys that push a mop and empty garbage cans at night. The most hazardous part of his job is possibly finding chewing gum stuck underneath a chair.

I have to agree that some of these salaries look pretty high.

If he is a "master negotiater" then why has the state been run without a budget since July? You'd think a master negotiator would be able to get a budget passed?
