You can't claim Chicago as a whole is healthy when 5-6 neighborhoods are doing great but the other 45-46 are declining.

Why didn't more black people vote for Chuy Garcia instead of King Rahm in the mayor election??

Why people leave Chicago, Increased taxes everywhere because of the big budget hole.
Winters, crime and jobs that don't pay according to cost of living like Seattle and NY.

As a former Chicagoan I am disappointed in the people. Not everyone is bad, but its ruder than most cities I visited.

Default Lots of little reasons and some pretty basic differences...

The little reasons include the fact that Garcia just did not /does not have the sort of organized effort to "get out the vote" that Rahm is excellent at -- things like making sure all the folks living at senior housing have absentee ballots or a polling place in the building or transport arranged. Multiply by that for the folks living in condos that are not technically senior housing, as well accommodations for folks who work in city or county jobs. Adds up to LOTS of votes pretty quickly.

The other thing is that although Garcia is pretty good at "building coalitions" he does not have the same sort of "bag of goodies" to hand out to other community groups and political organizations that the sitting Mayor does. Especially when that mayor is part of the same "Machine" that is headed by Mike Madigan who is EXPERT at figuring out ways to lard-on things like new schools EVEN when CPS is basically broke -- Money flows to Madigan district while state dollars tight - Chicago Tribune There is a long history of Madigan being the guy "behind the scenes" that orchestrates such give-aways to things like UNO which is a very powerful force in Hispanic areas. Interestingly, even when UNO itself gets involved in criminal corruption, Madigan "magically" manages to escape -- it truly is like a Mafia Don who never allows any notes to be taken, phone conversations to be overheard / tapped, or even third parties to hear the dealings. He probably only talks to others in steam rooms where any recording device would short circuit... UNO scandal spreads to Mike Madigan - Illinois Review

At the end of the day, even though Rahm is a detestable jerk, he is the only guy with the connections to keep lenders from giving up on Chicago's insatiable appetite for borrowing. The money that flows in is spread around so that all the aldermen have projects in their wards to say "See, I bring home the bacon". Garcia has no such ability to do that...
