That's not universally true regarding safety. It's not unsafe, but large parts of the North Side are safer than McKinley Park. And I like McKinley Park and recommend it to people on a regular basis because it's a cute neighborhood with a great park and, if you live in the right blocks you get excellent access to the basic needs within walking distance and quite Orange Line commute to the Loop. Now, it would be far from all her friends on the North Side if that's a consideration. But it is a neighborhood with a lot going for it.

Does the "friend of the O.P." have a genuine need for the car (have to drive for work, etc)? If not, it would open up her options if she were willing to sell it. Living car-free isn't for everyone, but I haven't owned a car since 1999 and I am constantly glad I don't have to worry about parking or repairs or gas or insurance. I feel so much more in control of my life without a car. I am a member of ZipCar and so do still drive occasionally, but I probably average less than $75/month on ZipCar and how much I spend on ZipCar is completely within my control and can be zero if I need it to be, or $1,000 if I really need a car. In the approximately fifteen years since I first signed up with what was then called iGo (then became Enterprise, but then I changed allegiances to ZipCar) I've only had two months of over $1,000, and averaged out it was still WAAAAYYYY less than owning a car overall.

If she did ditch the car, she could find studios in her price range in Hyde Park, too, which has excellent express bus access to the Loop from the eastern parts (esp. the #6 bus). A friend of mine paid about $800/month for a bright, clean, hardwood floor apartment at 55th and Cornell which was super convenient and very pleasant for living car-free.

OP: has your friend considered Hyde Park? Safe neighborhood, lovely housing and low prices.

I looked into moving to H.P. before I decided on Bridgeport. Housing costs there are more expensive than you think. It's cheaper than most north side neighborhoods, but way more expensive than Bridgeport.
