If you want to reduce the corruption in Chicago, focus on the organizations and people at the top. Rahm, the Chicago Teachers Union and Karen Lewis are some very big problems. Rahm panders to CTU because he's afraid of fat Karen supporting somebody other than him.
If the CTU teachers paid their full mandated 9.4 % contribution toward their obscene pensions, it would result in $175 million per year and there would be no need to raise property taxes. The police pay their full share. The firefighters pay their full share. There's nothing special about the lazy teachers that should exempt them from paying the full amount.

Little-noticed pension perk for teachers widespread in Illinois

Thousands of educators across the state get a better deal than CPS teachers — their districts have been paying the full amount of teachers' contributions to TRS, the largest state pension system and among the worst funded in the nation.

To give the perk, districts use a formula that essentially adds money on top of regular teacher salaries to cover all or part of teacher pension contributions, then takes that money out to pay TRS. The perk can apply to administrators and staff as well.

It's not mainly the rich is everyone. I have many customers from both IL and CA and one of the main reason they left are because of the politics and high taxes and they're far from upper class rich!

That's the last thing we need is Moonbeam Brown anywhere near the WH! I can see it now,open borders for everyone and higher taxes all around! No thanks, keep you wacko gov right where he is. Hopefully Trump can continue the wall straight up the border from MX though CA!

There is corruption everywhere, even those small podunk towns have corruption. The sheriff is the husband of the mayor, whose son runs the jail.

But you're right, corrupt politics seem to dominate the entire state of Illinois and the city of Chicago. Literally with everything that involves the exchanging of money, someone has their hand in the pot somewhere. Street construction is half-azzed so that the corrupt company has to come back out next year instead of in 5 years.

I've lived in several states, cities, and towns. It's weird, but you can feel the corruption in Chicago.
