Is there something in the constitution that says seats have to go to a minority party, or is there nothing of the sort?

The aldermen in Chicago are elected every 4 years, on a non-partisan basis. They are not listed on the ballot with a political party designation.

But, as most citizens of Chicago are aware, the vast majority of alderman are members of the Democratic party. And, as of the 2019 elections, there are now 6 aldermen who identify as Democratic Socialists of American (DSA).

AFAIK, nothing is stated in the City of Chicago charter about political parties.
