I wasn't living in Chicago during the 79 or 99 snows. But wasn't Jane Byrne responsible for implementing the "no parking if greater than 2 inches of snow" plan on selected streets? If so, she deserves credit for creating an emergency plan. However, I hate that she destroyed State street. It's not nearly as busy as it used to be.

If your looking for the difference of government response? I have observed this. Thousands of city (union) workers are making a lot more money. Every time two clouds get together, in the winter, the city calls out it's fleet of ----- plows and salt spreaders. They always give you the number so you know it's all of them. Then they drive somewhere and park waiting for a snow flake while collecting overtime. I don't know if you should blame that on the city or the weather people who think the world is coming to an end anytime there MAY be snow?

Yes, it's also funny now how when watching the WGN news (Im a former Chicagoan) when calling for over 6 inches of snow, it's a "HUGE SNOWSTORM" or "BLIZZARD". Puhh leeze, what?????
