Well it depends if your buying from a private seller or dealership... typically if you want the car inspected you must have your own mechanic. Do not get the car inspected by the seller's mechanic for obvious reasons. A private seller is not obligated to agree to an inspection, in which case you pass up the sale. You can also purchase from a dealership with an extended warranty. You can purchase a certified vehicle (typically more expensive but gone through thorough inspections) and a warranty is typically included. As a buyer you can run a car fax report to check out if there are any blemishes on the title. If this is all too much work for you, stick with Honda or Toyota to get the best overall chance of buying a car with the least amount of potential issues.

I am pretty sure that some of the mechanics/auto repair places that are on the "recommended" list by the CarTalk brothers (Tom & Ray) at cars.com will do "for hire" used car check-outs. When buying from a private party it ought to simple to schedule something at a cooperating shop. When buying at a store/dealer you would have to work out more details.

There are two places I've had really good luck with for this - Ashland Tire and Auto and Euro Autoplex (esp. if it is a used Volvo).
