Says who? "Incredible" deals happen just about as often now as they ever did... very very rarely.
Plus, how does the OP's desire for a walkable vibrant area thats safe and has shops and restaurants really match with the Loop, South Loop or even much of the West Loop?

Yeah, I don't think the loop, south loop, etc are great suggestions. Again, uptown has been beaten to death, but the OP can look at the first post in this forum and see for herself. If I wanted to walk around by myself with a young child, I would not live in Uptown, except for the Buena Park area. Period.
You also can't really get that great of deals right now. You can find some, but the real estate market in Chicago is doing pretty well.
Again, Oak Park is close enough to Chicago and is walkable, yet cheaper and safe, so that may be a good place to look. I also second places such as Roscoe Village and West Lakeview, however, I don't think 300K will go very far.

the sunday tribune is the best ive ever seen for real estate. online is ok, but way harder to find. online you can sign up for them to deliver the tribune, the chicago editions, not any other like national or suburban, and they can send them to you, youll thank me later.

First of all, it's just as quick or quicker to get to downtown from Oak Park than the neighborhoods they've been looking into. Not only that, but Oak Park is more urban than Old Irving Park is.
Second, South Loop and West Loop are two of the least family-oriented neighborhoods in the city -- virtually no open space or green space or homes with yards or other families. These are almost completely single/DINK-oriented areas.
