What I find interesting is the contrast with New York projects. Most of theirs are still standing, and have been rehabbed into much better shape then they were in the preceding decades.

I can't confirm much. I was 4-5-6 years old. 
We lived in one of the two story row houses and had moved from a cramped third story apartment on School Street. I went to K-garden and first grade at Schneider Elem. I remember that power plant looking building at the lower part of the picture. (Thanks to those who posted the pics and links.) It really wasn't that bad for a little kid. I remember running around pretty unrestricted even as a six year old.
My Dad was a WWII vet and we moved to the brand new suburb of Meadowdale (Carpentersville) in 57. We'd drive out Rt. 72 and take pictures of the foundation of our new house. There has always been criticism of these new quickly built houses and what they have become today....but in that day and age a brand new three bedroom pre-fabbed house with a yard looked like Heaven.

Ya. A friend told me about the bullet holes in his car and being shot at while driving through. That was way back in the 90's though.

I drive past Lathrop a lot, as I live in Logan Square and have lots of friends who live in Lakeview, and that area really is kinda creepy. I think that most of the buildings (around 2/3) are currently not in use, so it has a very ghost town feel to it. Then especially at Diversey & Leavitt there are steam tunnels or something around there so you have creepy, foggy, abandoned buildings.
I have a friend who lives at Damen & Wellington (right on Hamlin Park) and he didn't even know that there were projects a few blocks away from him. Every time I'm driving through that area, without fail, I see at least one police squad car on patrol. I think they do a pretty thorough job of monitoring the area and making sure that crime is at least contained.
