There is no "vacant lot" south of Union Station. There is a surface parking lot owned by Amtrak adjacent to its large parking deck and passenger tunnels. If this plan can do something to "encourage" MegaBus and other less than stellar firms to not turn Clinton into a hideous bottleneck that improvement alone would be well worth the hassle...

Sorry. I think you knew that's what I meant. Since I don't own a car, parking lots just don't register in my brain as "occupied" land. I'll just have to shed a tear for all of the unfortunate cars who are going to go homeless soon.
