Default Looking for IL State website to make claim about gas leak onto my property

Hi,

I can't affort Chicago, so I moved to Decatur, IL. My home locate right next to Happer Gas Station. In March, 2008, when I went to Chicago to visit and took my over 80 years old parents to hospital for medical attentions, the bad people in Decatur, IL purposely destructive behaviors made the gas from Gas Station next door to my home spilled, leaked onto my property. The Happer Gas Station being representing by a Macon County Board member who wrote me a letter said that the Happer Gas Station will comply to State of IL about environmental damages cleanup and reimbursement to home owner affects by the gas leaks/spillages. I trying to find in IL.gov website environmental link, but can't find any where specifically stated how much and how to make claim for these damages reimbusement to my property. I was hoping to find the website and a easy procedure to make claim and get help immediately. The gas leak reduces my home market value significantly and scare potential buyers beside making the living environment unhealthy. Therefore, selling my home at bottom price in this economy to recap what I put in is no longer feasible. Getting a lawsuit against the Happer Gas Station is more like suicidal in this bad neighborhood, I will get all kinds of harrasments and hostilities. Filing a claim with State of IL Environmental Protection is a better choice to simplify getting financial help without getting the hostiles. My elderly 84 yr old mother stays with me since my brothers have to be at work and she may fall and get badly hurst so she need constant someone at her side. My oldest sister who disabled of stroke and me, I was disable over 13 years due to various car accidents and illnesses. We are on fix incomes. I trying to find jobs and the winter freezing makes it more difficult for the tasks of holding a job, take care of disable/elderly family, and trying to move to warm state all at the same time. I wonder any one may have any information about where I can apply to get financial help specifically make claim for IL State to help with gas spillage environment hazzadous to my property, to move my family to another state where the weather get warmer, so that my family can enjoy the weather outside (not having to shoveling snow and stay inside during cold winter), and I can go to work earn a good wage to support myself and my family? This is the problems: The Happer Gas Station proposed to dig 3 places into my property (underneath basement; frontal yard and back porch) to insert 3 pipes containing test equipments to test the level of gas spilled in my property. The action of drilling to insert piping will cause my basement foundation to crack, cause future gas/water leakage, flooding, harmful bugs like carpenter ants, termites and other insects will follow the cracks to enter and destroy my home wood beam and structures. Also, it may likely to rupture the city's infrastructure like: stom, snow, sewage lines and sumpump underneath my property ground cause future flooding, stuckup toilets, pumpings, etc... I never have flooding in my home since I took possession of the house since end of 2002 till now. Further more, once the insert pipes testing equipments potentially found gas leaks, the city will put hazzadous signs on my property and we have to move out. While waiting to have the Gas Station getting State of IL fundings to clean up my the gas leak in my property, the bad people in this Decatur neighborhood will come in ransack my home, stealling all steel doors, smashing all windows, and burn my floors and my house. The Decatur city will make me, the home owner, to fix these damages before allow to move back in. So, before allowing the Happer Gas Station to start digging and causing all these potential problems to my property and to my family, I need to find the IL State Environment link to make claim as soon as possible.
