Not true. If the City of Chicago buys a house in Evanston, the City of Chicago has title to that house, but it's still sits in Evanston. Land ownership is not the same as municipal jurisdiction.

HSW, the "wasteland" as you described it can be aptly junked if the City of Chicago could just find about 10,000 to 15,000 city workers to lay off. That shouldn't be a problem right?

Here's any interesting historical note regarding suburban annexation in the US.

Brookline-Boston annexation debate of 1873 - Wikipedia, the free encyclopedia

In short, in 1873 Brookline, MA, an affluent town adjacent to Boston, rejected annexation into the central city setting a precedent of wealthy suburbs maintaining their political independence.

There is a maximum amount of air traffic that can take off and land in a given amount of air space. O'Hare's delays are primarily because the airline traffic in many cases has "maxed out", and weather that reduces the air space for takeoffs and landings by virtue of not flying a plane into a big storm will lead to insufficient air space for the flight departure/arrival demand. More runways at O'Hare will only intensify this problem. Our problems with flight delays should be addressed with more flights out of Midway, a third airport, or high speed rail to reduce the amount of planes (say, eliminate Springfield to Chicago type flights).

How come cities like Oak Park and such weren't annexed a long time ago? Why'd Chicago stop annexing aggressively like they did in the 19th century?

I know of a couple of older major cities that are still expanding their city boundaries. Like Omaha (as major as it can be). Just a couple of years ago they annexed this town called Elkhorn. Omaha is weird because they have their old downtown neighborhood districts that my grandfather grew up in 60 years ago. And then at the same time 20 miles west of that there are suburban office parks and such. All within the city of Omaha.
